Beneath the great councils runs a second body of law: ten regional synods, from Ancyra in the wreckage of the persecutions to Hagia Sophia in 879, and the letters in which Basil, Athanasius, Cyril and a dozen other Fathers answered bishops who had written to them with hard cases. Milaš gathers all 622 rules, reconstructs the situation each was made for, and explains what it binds today.
